The purpose and mission of Animal Care Services is advocating animal welfare, adoption, and rescue. The agency does this by protecting and promoting the health, safety, and welfare of pets and livestock in Marion County. The agency is able to do this by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the constituents of Indianapolis and Marion County. This position is responsible for developing, implementing, and coordinating the foster program for ACS. Incumbent in this position will plan, organize, administer, and coordinate programs for the utilization of foster animals and work closely with the Medical Manager to recruit, engage, and enhance foster resources. Independent judgment and actions are an essential part of the incumbent’s position. The incumbent’s other actions are dictated by established policies and procedures, civil and criminal laws, and the codes established by the city and county. EXAMPLE OF DUTIES

• Organizes and maximizes the effectiveness of the current animal foster programs and ensure programs operate in accord with ACS needs and objectives• Represents the city, department, and division during outreach activities• Devises methods for improving, modifying, or expanding the existing program and recommends changes in established policies and procedures• Works with the Medical Manager to ensure coverage for the animal foster program• Coordinates all animal foster activities including recruitment, training, placement, recognition, and evaluation• Works closely with kennel, medical and enforcement staff to coordinate efforts and maximize efficiencies• Prepares manuals, handbooks and guides covering policies, procedures and programs related to the animal foster program• Manages, maintains, and updates program databases providing data and reports on activities• Maintains foster animal medical histories and coordinates appointments to ensure each pet remains up to date on vaccines and treatment plans• Coordinates with fosters to ensure attendance at animal adoption events and promotion of foster animals for adoption• Prepares clear, sound, accurate and detailed statistical, programs and other reports on programs• Counsels and evaluates individual foster parents• Assists in marketing the agency and its programs through both traditional and more innovative methods of social media sites• Must maintain confidentiality at all times• This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to time
